1. Be a citizen of an ASEAN member country, residing outside Singapore.
2. Hold a PhD degree from a reputable university.
3. Be 40 years old or younger at the time of application.
4. Be employed (or have a confirmed offer) in a public-sector research institution in their home country.
5. Be fluent in English (spoken and written).
