Unlike the embassy track, this path begins with your application to a relevant Graduate School at UTokyo—typically in the Graduate School of Science. If shortlisted, your department may officially nominate you to MEXT. Your application must include academic documents, a research plan, and a dean‑level recommendation letter. Once nominated, candidates are almost always awarded the scholarship, as UTokyo’s recommended applicants have historically been nearly all approved by MEXT
What the Scholarship Provides
This fully funded MEXT scholarship includes exemption from all tuition and entrance fees, a monthly stipend (approximately ¥144,000 for Master’s students, ¥145,000 for PhD candidates), potential additional campus allowances, round‑trip airfare, and guaranteed housing in the International Lodge for one year (rent around ¥50,000–¥60,000/month) Scholars may also receive a short‑term intensive Japanese language course if required.
Eligibility Criteria and Academic Requirements
You must be a non-Japanese citizen born on or after April 2, 1991, with a bachelor’s degree for Master’s applicants or a Master’s for doctoral applicants. A minimum GPA of 2.30 (in MEXT’s grading scale) and proficiency in English (e.g. TOEFL iBT ≥72 / IELTS ≥5.5) or Japanese (JLPT N2) are required. You must apply to the Graduate School of Science programs (e.g. Physics, Chemistry, Biology, Earth Sciences or Mathematics) and meet their application criteria, including entrance examinations if accepted .
Key Timeline and Application Process
Applications are submitted to UTokyo (not directly to MEXT) through your Graduate School’s designated university recommendation channel. The application window for October 2026 matriculation is October 15–31, 2025 (JST). Shortlisted candidates are nominated by early 2026, and final scholarship offers come by around June 2026. Enrollment begins in October 2026 as a “Research Student,” followed by departmental entrance exam and scholarship extension process to continue into a full degree program in April or September 2027

Begin by choosing your target program and contacting potential supervisors or the Graduate School’s International Student Section to confirm eligibility. Prepare application documents: the university’s entry application, research proposal, graduation transcripts (with verified grade conversion if needed), language certificates, thesis abstract, and a strong recommendation from a dean or equivalent. Upload your materials to the designated portal by 31 October 2025 (JST). Selected candidates will receive a Letter of Provisional Acceptance and proceed to entrance exams and MEXT extension processes in Japan to begin full degree studies in 2027.
