Lead Global Change: 2026 Hubert H. Humphrey Fellowship

Eligibility & Selection Criteria

Applicants must hold a bachelor’s degree with a minimum of 16 years of education and have at least five years of full-time professional experience. They should demonstrate strong leadership qualities and a commitment to public service in government, NGOs, or the private sector. Candidates must be citizens of eligible countries, possess limited recent U.S. experience, and have high proficiency in English, shown via Duolingo, TOEFL, or IELTS scores. University faculty without policy or managerial roles are generally ineligible. Citizens of Pakistan have specific criteria: 8–18 years of experience, re-employment guarantee post-Fellowship, no recent long-term U.S. affiliation, and cannot hold dual U.S. citizenship or close ties to U.S. residents 

Program Experience & Dates

This fully funded, non-degree leadership program runs for 10–12 months, starting in Fall 2026 at a U.S. host university chosen to align with your professional focus. You’ll undertake graduate-level coursework, professional internships or affiliations, leadership development workshops, and networking activities. Fellowships include orientations, seminars, and a mid-year professional visit requirement  Applications for many countries close between July and September 2025; for example, Pakistan’s deadline is 15 July 2025 , while the global application window often extends to 10 August 2025 

Fellowship Benefits

Selected Fellows receive funding covering tuition and fees, round-trip international airfare, a settling-in allowance, monthly living stipend, health and accident insurance, book/computer allowance, and support for domestic travel and professional development—such as conferences and field visits 

Fields & Focus Areas

The fellowship supports applicants working in domains such as public policy, economic development, technology policy, human rights, environmental sustainability, public health administration, substance abuse policy, education leadership, agricultural and rural development, urban and regional planning, communications and journalism 

Selection Timeline

Applications undergo national-level screening, followed by interviews (typically between July and September) and final selection by the Fulbright Foreign Scholarship Board in October. Finalists receive notification in late 2025 to prepare for departure in August 2026

How to Apply

Submit an online application via your country’s U.S. Embassy/Public Affairs Section or Binational Fulbright Commission. Prepare the following materials: academic transcripts and degrees, professional CV, two reference letters (one from a current employer), English proficiency scores, and, if applicable, proof of employer re‑employment guarantee and no-objection certificates. For finalists, passport copy, medical exam, and clearance from employer may be needed
