Eligibility Criteria
Must be a Bhutanese citizen and a current civil servant under the Ministry of Health or National Medical ServicesComply with Section 7.7.4 of the Bhutan Civil Service Rules (BCSR) 2023
Hold a bachelor’s degree and have entered civil service via degree completion or Bhutan Civil Service Examination (BCSE)
Maintain a clean service record
Be under 40 years old as of October 1, 2026 (born on or after October 2, 1986)
Demonstrate English proficiency with a minimum IELTS score of 6.0 or TOEFL-iBT score of 80 or equivalent
Selection Process
Ministry shortlisting based on merit and HR guidelinesUniversity screening by Nagoya University faculty
Interview conducted by host university faculty
Primary selection based on combined document and interview scores
Final selection by the YLP committee established by MEXT
