Eligible Nationality
Open exclusively to Bhutanese citizens employed under the Ministry of Health or National Medical Services

Eligibility Criteria

Must be a Bhutanese citizen and a current civil servant under the Ministry of Health or National Medical Services
Comply with Section 7.7.4 of the Bhutan Civil Service Rules (BCSR) 2023
Hold a bachelor’s degree and have entered civil service via degree completion or Bhutan Civil Service Examination (BCSE)
Maintain a clean service record
Be under 40 years old as of October 1, 2026 (born on or after October 2, 1986)
Demonstrate English proficiency with a minimum IELTS score of 6.0 or TOEFL-iBT score of 80 or equivalent

Selection Process

Ministry shortlisting based on merit and HR guidelines
University screening by Nagoya University faculty
Interview conducted by host university faculty
Primary selection based on combined document and interview scores
Final selection by the YLP committee established by MEXT

Application Procedure

Application deadline: September 27, 2025, by 5:00 PM
Required documents include:
No Objection Certificate (NOC) from HRC of NMS/Working Agency
Degree certificate and academic transcripts
Individual achievement certificates (e.g., voluntarism, research publications, awards)
Copy of valid Bhutanese Citizenship Identity Card
System-generated CV and IWP ratings from ZESt (verify information on ZESt portal)
